I think you're leaving out something huge: the horrible treatment by Israeli settlers and even some Israeli officials of peaceful Palestinians on the West Bank. In short, there are good reasons to doubt your optimistic view of Israeli intentions.
I was attempting to understand the Hamas strategy from the perspective of Hamas. I think the strategy makes sense only if Hamas believes that Israelis will ultimately behave magnanimously. If Hamas doesn't hold that belief, the "dead babies" strategy makes no sense to me. Perhaps Hamas isn't waiting for the Israelis to decide to behave "correctly" on their own and instead is waiting for Israel to be forced to do so by some outside group, such as the U.S. government.

To be more succinct, Hamas' strategy relies on sympathy. Sympathy from whom? Israelis? Americans? Britons? Germans? Iranians? Arabs? The U.N.?
